Yes, you can create multiple custom pages. Then, if you have too many custom page tabs to fit on the navigation bar at the top of your home page - try creating another custom page to host a list of links to the other custom pages. Title it, All My Best Stuff or something similar.
Yes, I believe we can park an unpublished custom page in drafts.
Haven't done so yet so I'll stand corrected if wrong. But creating a custom page is the same process as creating a post. In the end we either hit publish or we don't. Until we publish or delete it remains as a draft.
By the way - a published custom page can be edited ad infinitum (as needs arise). And can be deleted permanantly if that need arises.
